File a Non-Emergency Police Report

Welcome to the Honolulu Police Department’s Online Citizen Police Report System. This system facilitates the creation of police reports for certain non-emergency incidents remotely over the phone.

The Online Citizen Police Report System allows citizens to submit a request for a non-emergency police report to be generated for incidents that occurred on the island of Oahu only. If the incident happened anywhere other than the island of Oahu, please contact the police department in that jurisdiction.

Please read before proceeding

Confirm the following to find out if the Online Citizen Police Report System is right for your situation:

  • Is this an emergency?
  • Do you require an officer to respond to your location?
  • Did this incident occur somewhere other than the island of Oahu?
  • Is the suspect there or known to you?
  • Does this crime involve weapons (i.e. knives or guns)?
  • Are there any witnesses to the incident with you now?
  • Are you trying to report a motor vehicle collision?

If you answered YES to any of the questions, please call 911 to report the incident.

If you answered NO to all of the above questions, you may be able to file your police report online. Please make sure to turn off your pop-up blocking software before filing the report.

As part of this online police report request process:

  • Once a report request is received, a police officer will contact you via phone. The caller ID will show (808) 768-0000. Please answer when called or be sure your voicemail can accept messages if you are unable to answer. The police phone number does not accept calls or messages so please try to answer.
  • Information submitted and provided over the phone will be reviewed by a police officer. Once the necessary incident information has been obtained by the officer, you will be given a police report number.

When the Online Citizen Police Report system is accessed, a list of report types that can be generated using the online report system will display. Please review the entire list which includes incident types and examples. If your incident type is not listed on the list,please call 911 to file your report.

How do I pay for Police Reports?

Payment is required in the form of cash, check (payable to the City and County of Honolulu) or Cashier’s check.

We do not accept Debit/Credit Card/Online Payment at this time.

We require payment for all Police Report(s) before it is provided.

Why are parts of my Police Report blacked out?

To prevent unwarranted invasion of personal privacy in accordance with the UIPA of the HRS chapter 92F-13, all report copies released to individuals will have personal information such as names, home address, social security numbers, date of birth and telephone numbers redacted (blacked out).

All information concerning juveniles will also be subject to redactions.

Reports that include any juveniles are unable to be released without written approval from the Family Court.

If a Police Report you request is greater than 10 pages, you may not be able to receive it on that same day.

Payment must be made first and it will then be made available to you for pickup on a later date.

We do not release any MEDICAL reports, Temporary Restraining Orders,
Injunctions, and all COURT documents.

Police Reports

You can request a copy of a police report in person at the Honolulu Police Department, Records and Identification Division, 801 S. Beretania Street Honolulu, Hawaii 96813. The Records Division is open Monday through Friday, closed on weekends and State/Federal holidays. Generally, most police reports are releasable once all investigative processes have been completed and the case has been closed.

Most reports are releasable to individuals when certain conditions are met in accordance to the Uniform Information Practices Act (UIPA) of the Hawaii Revised Statutes (HRS) Chapter 92F. The Records Division does notprovide routine assistance with personal research matters or academic research projects.

Requests for police reports may take up to ten business days to be fulfilled by the Records Division.

Redacted Police Reports

To prevent unwarranted invasion of personal privacy in accordance with the UIPA of the HRS chapter 92F-13, all report copies released to individuals will have personal information such as names, home address, social security numbers, date of birth and telephone numbers redacted (blacked out).

Requesting a Police Report by Mail

If you want to request a copy of a police report by mail, you must mail your written request to:

Your written request should include the following:

  • The name(s) and address(es) of the complainant/victim/involved party.
  • Police report number.
  • Type of report (MVC, Robbery, Assault, etc).
  • The date and time of occurrence.
  • The request letterMUST BE SIGNED AND NOTARIZEDto confirm identification.
  • A birth or death certificate from the involved party may be required if you are requesting as next of kin.
  • A self-addressed stamped envelope with enough postage and large enough envelope to mail return your Police report (We do NOT fax or Email).
  • Payment is required in the form of cash, check (payable to the City and County of Honolulu) or Cashier’s check.

The cost of a copy of a report in $0.50 for the first page and $0.25 for each additional page.
The cost of a verification letter is $1.00 for the first page and $0.25 for each additional page.

Prior to mailing in your request, please contact the Records Division at 808-723-3258 and have your report number ready for fee information. Reports will not be mailed out until the required documents and fee(s)for producing a copy of the requested report(s) have been received.

To obtain a copy of a report, you must provide the following Information:

  • The name(s) and address(es) of the complainant / victim / involved party.
  • Police report number, if known.
  • Type of report, (Robbery, Assault etc.)
  • The date/time of occurrence.
  • The request letter needs to be notarized to confirm identification.
  • A birth or death certificate from the involved party may be needed.

The cost of a copy of a report is $0.50 for the first page and $0.25 for each additional page.

Motor Vehicle Collision Reports (Traffic Accident)

Please contact the Records Division to check if your Motor Vehicle Collision (MVC) reports is able to be released.

The cost of a copy of a report in $0.50 for the first page and $0.25 for each additional page.
The cost of a verification letter is $1.00 for the first page and $0.25 for each additional page.

Miscellaneous Information

If a report is not releasable, Complainants, victims, witnesses or an authorized representative in a criminal report may obtain a letter of verification stating that a report has been filed. The cost of a verification letter per report is $1.00 for the first page and $0.25 each additional page.

All prison correspondences must go through the requestor’s legal representative or the public defenders office.

The Records Division does notprovide routine assistance with personal research matters or academic research projects.

Clearance Letter and Criminal Background Checks (abstract)

The Honolulu Police Department does not provide clearance letters or criminal abstracts for individuals. The Honolulu Police Department only conducts background checks for police officer applicants. FREQUENTLY ASKED QUESTIONS

When should I use 911 vs. Online Reporting?

Call 911 when the incident you are reporting is in progress and the on-site presence of a police officer is necessary to address the matter (burglary in progress, incident involving injuries, quieting loud neighbors, etc.)

Additionally, if an officer is already present at the scene, you know the identity of the suspect(s) involved, there are witnesses to the incident present, or a weapon (knife, gun, etc.) is involved, do not report online.

Also, please contact the law enforcement agency where the incident occurred if the incident occurred outside of the island of Oahu.

What happens when I submit an online report request?

When a report request is submitted via the Online Citizen Police Report System portal, an email confirming your submission will be sent to you. The report is assigned a tracking number and is reviewed by a police officer. The police officer will contact you via phone. Once the necessary incident information is obtained, you will be given an HPD police report number by the officer.

The Online Citizen Police Report System is staffed Monday through Friday, excluding holidays. Please allow up to two (2) business days for the completion of your police report. To avoid confusion, we ask that you only report once. If you have reported your incident via the online reporting portal, please do not report elsewhere.

Do I need to give my name in order to make a police report online?

Yes. Anonymous reporting is not an option with the Online Citizen Police Report System. Your name, email address, and phone number are required to report online. However, you are not required to register on the site and it is not necessary to download any application.

Can I access the Online Reporting portal from my phone?

Yes, the system portal can be accessed via the web browser from any computer, tablet, or mobile device with an internet connection.

Can I report a crime that occurred on Oahu when I’m not currently on the island?

Generally, you can report a crime that occurred on Oahu if you are not currently on the island. However, we encourage you to report any crime that has occurred to the police as soon as possible. Reporting the crime while on Oahu is ideal in the event police personnel need to meet with you.
